# Create an organization filing check

> Create and immediately publish Markdown instructions, up to 64 KiB, shared with your organization. Requires Tenant Admin. Scope is assigned by the server. This creates a check definition; it does not start a review. POST is not idempotent. Do not automatically retry an uncertain create: catalog inspection is best-effort because names are not unique and there is no request identifier for recovery.
